Problem with my electricity meter

Hi everyone,
sorry for writing in english, my dutch still needs to get up to speed!
I have a problem with my electricity meter, it's basically being bipping for the past week and it's getting very annoying!
anyone knows what that can be and how it can be shut down?
I have a video of that, but don't know how ho post it here..

some hints: no animals (they would already be dead inside the meter!); don't think it comes from neighbours as it is placed in a cupboard understairs.
Over the week it seems that the time between bips has slightly increased (now it's around 2 or 3 minutes)

Sorry, I think I did not understand who is the netmanager.
For info, it's property house, not rented
