House hissing/humming high pitch after neighbour renovation

I am experiencing an issue. And Unfortunately my neighbour, he can do nothing because he cannot hear it.

Whenever they use some facility of their bathroom (probably shower). My bathroom, hallway, bedroom and all the first floor bedrooms do resonate a water flow.

They claim they changed no pipes or something to cause this.

We are waiting for their constructor to come and listen this sound.

Can this be caused by a faucet or something else changed?
If constructor denies to do anything. Is there some way to reduce noise in the house, or find way to "force" fixing this?

When I use my shower on the same bathroom, it is less loud than the resonate sound I get from the other house.

House is from 1993.

The problem is, they do not hear anything. And I get all the noise in my house.

I get it probably is their new douche faucet. But they think we hear nothing, it is not our problem to solve...

What is the approach on an issue like this? Is there some specialist to give opinion.

It's difficult, because the building regulations (bouwbesluit) don't say anything about this kind of noise. So it's just between you and your neighbour (privaatrechtelijk).

It's possible to ask a "akoestisch adviseur" to do some measurements, but the first step is to ask the contractor (installateur!) to check the tips in the other topic.

It turns out they move the shower to the partywall (of two houses) instead of the side one.

Their contractor came and reduced the noise by adjusting the tap... but still radiates in the whole partywall...

from a High Pitch humming to a lower pitch humming.
